oK....I recently learned that my city has decided to issue licenses to panhandle, anyone ever heard of this? I don't know what it's supposed to accomplish, plus I was raised that you work for what you get, and you get what you work for. |

Oh My Goodness, First it was giving out free syringes to IVDA's, legalizing Marijuana, sending homeowners to jail, for shooting intruders for breaking in their homes, now legalizing panhandling, what's next~stamping everyone with a barcode of their SS # ??? So, why don't they just make a 'Red Zone" in all the BIG Cities and tax 'em ??? I don't mean to offend anyone, if I did, I didn't mean to. |

i'll post more info on this lunacy as I get it... Their first excuse is to register and keep track of beggars (heaven knows we need THAT!)but I'm still waiting for the REAL explanation. |

It doesn't surprise me. Calgary Alberta started doing this as well, I think. I don't understand why panhandlers deserve fewer civil rights than the rest of us, nor the benefits of tracking people who have nothing and are often hopmeless. Free syringes and legal pot make sense to me too, though... making begging illegal is comparable to making homelessness illegal, and I don't think the poor deserve to be automatically criminalized without having committed any crime. It may be cash grab, as many American jurisdictions now like to charge prisoners for their stay, so maybe more of your police can act as veritable dog-catchers of broke people. That's lunacy to me... |

well.....they couldn't lock up panhandlers here if they wanted to, jails are overcrowded with murderers and drugdealers. Panhandling is accepted as a fact of life and not criminalized in and of itself, the question is what purpose will the license serve? In other words pandhandlers will panhandle, with or without a license, so what's the license for? The question pertains to the city governments thinking, not towards panhandlers..........The people end up paying the tab for their bright ideas! |

What gets my goat more than adults panhandling is when these marching bands have children standing in the highway ducking and dodging cars asking for donations while the adults are standing safe on the sidewalk. I'm waiting for a major tragedy to happen; you know like a child getting killed or maimed. I called my city council representative, state representative and they both pooh-poohed what I had to say. They basicially said, "what can you do?" I said, make it illegal for anyone under the age of 21 to be in the street begging for money and make it a criminal act if any adult is out there sanctioning this type of behavior!" Duh! I am utterly convinced that people are losing their damned minds...when we have so much hunger, lawbreaking, lack of education, bigotry and unjustified wars going on, and need laws about stuff like that, PANDHANDLING? You mean that woman who spits and curse at people near my local subway will/may have rights to do this now if I decide not to give her her 25 cent fix on a daily basis? Aw Hell Naw...! I just told someone the other day I give out so much of my money and food and clothing, I need to start claiming some of these folks on my taxes! What does this do/imply for CHARITY now? A genuine person who is in need will have to apply for a permit to recieve a gift?! This is some burecratic bull crap...can you send an article or something? I need to discuss this in a 'think-tank' discussion with my peers who run non profits for a living... |
